The Ministry of Education has mandated that all States and Union Territories implement the "Guidelines on School Safety and Security-2021" to enhance the protection of children in educational institutions.
This directive follows orders from the Supreme Court in Writ Petitions (Criminal) No. 136 of 2017 and (Civil) No. 874 of 2017.
The guidelines, which align with the Protection of Children from Sexual Offences (POCSO) Act, are designed to establish clear accountability for school management in Government, Government-aided, and Private Schools. They cover preventive education, reporting procedures, legal provisions, support services, and creating a safe learning environment.
States and UTs have been instructed to update the Ministry on the status of implementing these guidelines. Initially issued on October 1, 2021, the guidelines are advisory and can be adapted to local contexts. They emphasize a 'Zero Tolerance Policy' for negligence in child safety.
The main aim of these guidelines is to foster a comprehensive understanding of the importance of a secure school environment among all stakeholders, including students and parents. They are intended to raise awareness about safety and security measures, covering physical, socio-emotional, cognitive, and disaster-related protections.
The guidelines outline the responsibilities of school management, principals, and teachers, specifying accountability for maintaining safety in private/unaided schools and in government/government-aided schools. This includes ensuring the safe transportation of children to and from school.
