Ladakh Becomes First Fully Literate Region Under ULLAS Initiative

Ladakh has emerged as a frontrunner in India's literacy mission by achieving complete functional literacy, surpassing a 97% rate. This remarkable feat is credited to the ULLAS – Nav Bharat Saaksharta Karyakram, a government program targeting adult education.

ULLAS, which translates to the New India Literacy Programme (NILP), is a centrally-run initiative spanning 2022 to 2027. Aligned with the National Education Policy (NEP) 2020, it empowers adults above 15 who missed formal schooling. The program equips them with foundational literacy, numeracy skills, essential life skills, and even vocational training, ultimately enabling them to better integrate into society and contribute to national development.

The program's success hinges on volunteer efforts, aptly captured by its motto, "Kartvya Bodh" (sense of duty). Over 77 lakh individuals across India have benefitted from ULLAS. The ULLAS Mobile App further amplifies its reach, supporting over 1.29 crore learners and 35 lakh volunteer teachers.

Ladakh's accomplishment was celebrated at Sindhu Sanskritik Kendra (SSK), Leh, with key dignitaries in attendance. The ceremony honoured newly literate individuals and the dedicated volunteers. Dr. B.D. Mishra, Lieutenant Governor of Ladakh, emphasized lifelong learning and parental responsibility for children's education. He also encouraged new learners to explore entrepreneurship alongside traditional career paths. The celebration included releasing the annual education report and showcasing the ULLAS Mela.

Applauding Ladakh's achievement, Shri Sanjay Kumar, Secretary of the Department of School Education and Literacy, pledged the Ministry of Education's continued support for strengthening Ladakh's education system. He highlighted the joy of volunteerism embedded within ULLAS and shared inspiring stories of Ladakhi students taking exams amidst harsh conditions, solidifying their commitment to learning.
