In a significant development, the dearness allowance (DA) for central government employees has been raised by 4% to reach 50%, leading to an automatic revision of key allowances, including children's education allowance (CEA) and hostel subsidy.
The Department of Personnel & Training (DoPT) has announced that whenever the DA on the revised pay structure increases by 50%, the limits of CEA and hostel subsidy will be automatically raised by 25%.
The recent hike in DA, effective from January 1, 2024, has prompted the Centre to revise and enhance various allowances linked to the pay structure of government employees. Following the 4% hike in DA earlier this year, bringing it to 50% of the basic pay, certain allowances such as CEA and hostel subsidy have seen an automatic increase of up to 25%.
According to official directives from the Ministry of Personnel, the revised reimbursement rates for children's education allowance and hostel subsidy are now fixed amounts, regardless of the actual expenses incurred by government employees. The updated rates, effective from January 1, 2024, are as follows:
- Children's Education Allowance (CEA): Rs 2,812.5 per child per month
- Hostel Subsidy: Rs 8,437.5 per child per month
Moreover, differently-abled (divyang) children of government employees are entitled to twice the standard education allowance rate, amounting to Rs 5,625 monthly, which is not dependent on actual costs incurred. Additionally, to provide enhanced support to women with disabilities managing childcare responsibilities, the special childcare allowance has been increased to Rs 3,750 per month.
This move aims to alleviate financial burdens faced by women employees handling childcare duties while emphasizing the government's commitment to supporting the welfare of its workforce.
In response to queries regarding the revised children's education allowance and hostel subsidy after the enhancement of DA to 50%, the DoPT clarified its guidelines through an office memorandum issued on April 25. Alongside CEA and hostel subsidy, several other allowances such as Risk Allowance, Night Duty Allowance (NDA), Over Time Allowance (OTA), and specific allowances for Parliament Assistants and women with disabilities caring for children have also been revised.
