The Ministry of Education, Government of India, Department of Higher Education has begun the online registration for the Central Sector Scholarship Scheme 2025. The applicants can apply for the scholarship through scholarships.gov.in via the National Scholarship Portal. The application deadline is October 31, 2025.

The application must be online submitted at scholarships.gov.in, the National Scholarship Portal. All the online applications are sought by the Department of Higher Education, Ministry of Education, Government of India for the Central Sector Scholarship Scheme 2025. 

The scholarship amount will be directly credited into Aadhaar-linked bank accounts; therefore, additional bank details are not required.

Central Scholarships 2025: Eligibility criteria

Candidates who obtain marks in the top 20th percentile in the board exams are eligible students as per Kailash Chandra Sharma, Secretary of Rajasthan Board. The official Board website is where the list of 2025 top 20 percentile is posted along with complete rules. Handicapped students also have 5% reservation for each category.

Students who passed the Senior Secondary Examination of Rajasthan Board in Science, Commerce, or Humanities and are now studying in college or university are eligible to apply for the award.

But Sharma stated in a statement that release of an application does not ensure selection; selection shall be based on eligibility criteria as defined by the Ministry of Education.

The Harvard Kennedy School has called off its proposal to introduce HKS Global, an online program for foreign students who are unable to come to the United States, due to insufficient student demand. The school will, however, proceed with its collaboration with the University of Toronto's Munk School for returning students, according to a report by The Harvard Crimson.

 

HKS had made the contingency plan public in June, as the Trump administration had also made visa and entry restrictions on international students at the time. The plan consisted of online studies and a visiting student program in Canada. The Toronto option is going ahead for some small number of return students, but the online study option has been taken back.

 

The report states that in an email to the students on Tuesday, Debra E. Isaacson, senior associate dean for degree programs and student affairs, stated, "At the expected levels of participation, the cohorts would have been too small and the class offerings too limited to provide the world-class HKS experience that you deserve."

 

An HKS official said the majority of international students will now join the Cambridge campus. Fewer will stay on to study at Toronto, where they will be full-time Munk School students but receive HKS degrees.

 

For incoming international students still waiting for visas, the announcement provides fewer options. They can defer, drop out, or, in the case of mid-career MPA students, transfer to Harvard's Public Leadership Credential track. The school pushed back the arrival date for some programs to October 20 to give visa approvals more time.

 

The cancellation follows court battles between Harvard and the US government. The Trump administration previously withdrew Harvard's Student and Exchange Visitor Program certification and imposed an entry ban, for which there were lawsuits and court injunctions. A federal judge had blocked those actions, but the administration has appealed and pressed on with limits on foreign students.

Centre grant to All India Council for Technical Education (AICTE) had reduced considerably over the last two years even as the Centre had plans to announce some expensive new higher education schemes. Union Minister of State for Education Dr Sukanta Majumdar informed the Rajya Sabha on Wednesday that AICTE has been granted Rs 420 crore as grant-in-aid for 2022-23 and had plummeted to an all-time low of Rs 137.5 crore for 2024-25 – a drop of almost 61 per cent in just two years.

Scholarship to students, another philanthropic work by AICTE's, has not been left behind either.  there was a modest pick-up to Rs 309.47 crore in FY 2024-25, but the disbursement is less compared to earlier years. The expenditure on scholarship declined from Rs 387.13 crore in FY 2021-22 to Rs 284.32 crore in FY 2023-24, an almost 18 per cent decline last year.

Thambidurai, come at a time when the government is fast-tracking education transformation in all directions in the spirit of the National Education Policy (NEP) 2020. They are the Rs 50,000 crore Anusandhan National Research Foundation (ANRF) for research assistance and innovation support, and One Nation One Subscription (ONOS) scheme with pegged outlay of Rs 6,000 crore to provide access to journals for over 6,300 institutions during 2025-2027.
