The education department of Arunachal Pradesh has provided a stern and immediate directive to all teachers who were transferred this year to report to work in their new position and have no further delay. It is an order issued on Saturday by the education commissioner Amjad Tak towards hundreds of teachers who have not yet relocated to their new workstations even after the state government issued a transfer notification in July. 

What Happened?

On July 20, the Arunachal government gave the directive of transferring and posting of 203 teachers in the whole of the state. The action was to control and simplify the educational workforce of the state. Many teachers, however, who preferred to remain in the schools they were in did not accompany their new placements. Others cited health reasons, or a need to stay with spouses, turning in medical certificates or joint posting requests.

Strict Orders from the Top

Commissioner Amjad Tak has now clarified it: 

  • Transferred teachers should be relieved by all district education officers at once so that they may be in their new schools at least. 
  • A report of compliance by districts should be given, giving the name of transferred teachers, their present post, the date in which they left their former schools, and the very date on which they were employed at their present ones. 
  • Teachers are also given a deadline to submit the report.  The reports should be submitted to the department by Monday “without fail”. .

What Will Happen when Teachers Do Not Transfer?

The circular threatens that the officers or district heads permitting delays or disregarding the new orders are to be dealt with sternly according to the service rules. It is clear that the education department means business when it declares that non-compliance is not an option. 

Why Is This Big News?

In the recent past, non-joining teachers have created big problems in areas such as West Kameng where the student parties  even threatened to bandh (strike) against shortages of teachers. It is only after local MLAs promised to refer the issue to higher authorities that that bandh was cancelled in search of a quick solution. The new crackdown is perceived as a direct reaction to the student and parent agitation, and the department is trying to fill the classrooms and continue learning.

What This Means for Arunachal Schools?

The education department is likely to increase the number of teachers in remote and understaffed schools with this move, which means that the children in state schools will not be missing lessons because of staff shortages. The migration also sends a stern message to the government system to adhere to, having the welfare of the students at the center stage. 

Several hours after the unions of Delhi University (DU) employees had a meeting with Vice-Chancellor Dinesh Singh to discuss the matter of non-fulfilment of SC/ST Reservation (NFS), fresh charges erupted in several departments of DU. During Friday's executive council (EC) meeting, the matter was raised as a stinging question regarding the Parliamentary Committee for SC/ST's strong criticism of DU's handling of the issue of reservation.

The registrar responded that the committee merely makes recommendations and is unable to force appointments. Specialists are of the opinion that the persistence of such cases is a testament not only to the non-existence of a robust, dynamic movement on the streets but to some mindset on the part of those in charge as well.

To explore the considerations for the criteria for identifying journals for scholarly use towards maintaining standards as well as conformity with the university's academic and research missions was also conducted.

Responding to this agenda, Mithuraaj Dhusiya, a senior executive council member, said, "When this agenda for placing the guidelines for discussion of the college journal before the consideration of today came up today, I objected to it immediately, raising 'point of order'. How does this academic matter come up for consideration before the executive council when we do not bring it before the academic council first? This is willfully going around the body of AC. DU VC was forced to place this in front of AC."

Another issue that was raised during the zero-hour meeting was regarding the regularisation of two ad hoc teachers in Germanic and Romance Studies department.

In this regard, some members vehemently opposed the anti-teaching stance of the university in pursuing an SLP on September 3, 2025, against the High Court directive.

He has declared, "The SLP filed in the case of ad hoc teachers completely goes against the positive step in the letter to the UGC supporting regularisation. It creates serious doubts about the seriousness of the university administration towards fulfilling the demands of contractual employees."

Simultaneously, Dhusiya also spoke about, "I protested strongly against the DU's move to file an SLP against the relief given by the court to Namita Khare and others in the matter of regularisation. I requested the university to withdraw the SLP and regularise all working ad hoc colleagues. VC flatly refused. There has to be a tough movement on the roads to compel DU to do so.".

This week, in a proactive step, Dr. Vineet Joshi, Secretary, Higher Education, chaired a historic meeting of over 170 heads and faculty members of centrally funded institutions (accompanied by officials of the Department of Higher Education, University Grants Commission (UGC) and All India Council for Technical Education (AICTE). The agenda was to discuss preparedness and take action in the Swachhata Hi Seva Campaign and the next Special Campaign 5.0.

Swachhata Hi Seva Campaign 2025: Schedule, Programs, and Effects

Swachhata Hi Seva Campaign, which will take place across the country between 17th September and 2nd October 2025, are aimed at creating a big clean up movement within the educational institutions and surrounding areas. Key activities include:

  • Revamping of Cleanliness Target Units: Restructured attention on clean campuses, hostels and the commons in and within higher learning institutions. 
  • Ek Din-Ek Ghanta-Ek Sath: The call is to ask all interested stakeholders to set aside one hour collectively on a single day to have a focused impact. 
  • Swachh Bharat Diwas: Celebration of the day which is on 2 nd October, Gandhi Jayanti, restating the need to keep India clean and sanitary.

Through the effective engagement of college and university leadership, the campaign will help in the mass engagement of the community, which is a crucial stage towards the vision of Jan Andolan-people movement towards a cleaner India.

Special Campaign 5.0: Phases and Objectives

Special Campaign 5.0 will be implemented in two steps to enhance the efficiency of the institutions further:

Preparatory Phase (15th30th September 2025): Colleges and universities will pinpoint individual goals of cleanliness, like the reduction of waste, the bettering of sanitation systems, and the simplification of office operations.

Phase of implementation (2nd -31 st October 2025): It will involve implementation of action plans to realise those objectives with the aim of minimizing the pendency, de-cluttering the workspace and improving operational productivity.

These two major campaigns bring together DoHE offices, independent institutions and centrally-funded HEIs (Higher Education Institutions) to the same cause including improved hygiene, sustainability and efficiency to both staff and students.

The national academic network mobilized by Dr. Joshi under his leadership aims to establish new standards of cleanliness and efficiency, and benefits the Swachh Bharat Mission and the vision of the Government of India of a healthy productive sustainable learning environment.

These efforts, in combination with social responsibility and practical action, reassert that the idea of clean campuses and simplified work culture are central to the educational development and overall well-being of young people in India.

Research work at Khallikote Unitary University (KUU) in Berhampur has been hit as the four-year-old varsity does not have any permanent professors.

Formed on Aug 1, 2021, KUU was promoted from the 148-year-old Khallikote College with 16 departments. The govt approved 112 teaching positions for the university, out of which 16 professors, 32 associate professors, and 64 assistant professors. But not a single professor has been hired yet. Just one permanent associate professor and 19 permanent assistant professors are working.

Presently, the faculty is being handled temporarily by 36 guest faculty members, one professor, five associate professors, and 30 assistant professors, but research work has taken a toll. "Despite UGC recognition under Section 2(f) of the UGC Act, 1956, the university has not been able to introduce its PhD programme owing to the absence of regular teaching personnel," vice chancellor (in-charge) Geetanjali Dash said.

Approximately 5,500 students are taking up postgraduate, undergraduate, and self-financing programmes. Students complained that even after the hiring of guest faculty, classes remain non-operative. "Our mathematics class was disrupted nearly every day since there was just one teacher in the department," said a Plus III (science) student. Complaints were raised by commerce students too.

Dash accepted the lack of teaching faculty. "We have requested the govt for the appointment of a minimum of 42 more guest faculty members to meet the crisis. We expect the govt to approve it," she said. Local MLA K. Anil Kumar intervened, "I have already spoken to state education minister Suryavanshi Suraj, who has assured that teachers will be appointed in a short while.

During the ongoing controversy over setting up banners for Ganesh Puja festivities, agitating students of Bhadrak Autonomous College prevented principal Durga Sankar Das, police and a magistrate from entering the campus on Tuesday.

The outrage occurred on Monday when a group of students erected a banner that read 'Killer Group' at the college entrance. The inflammatory words caused mass outrage among other students, and they went on to stage protests. College authorities later tore down the banner.

But again, tension erupted when a second group of students erected a second banner with the designation 'Bhadrak Autonomous College'. The second banner's saffron color again became a new issue of rivalry among student groups. Principal Das remarked, "After the initial banner was taken down, another one was erected. I checked it late on Monday evening and did not find anything objectionable on it. So I let it stay.

"I told them to put it somewhere else because one was already standing. But they did not listen and spent the entire night on the campus," he added.

Das visited the college on Tuesday morning in the presence of the IIC of the Bhadrak Town police station and a local magistrate in a bid to act as a mediator between the warring student sides. But the protesting students cut off access to the college entrance, barring their entry.

Bhadrak Town IIC Pravanshu Mishra confirmed the problem remains unsolved. The college continues with its tight security as authorities make attempts to de-escalate tensions.

Chandrapuram Ponnusami Radhakrishnan officially took oath as the 15th Vice President of India on September 12, 2025, at a solemn ceremony held at Rashtrapati Bhavan. President Droupadi Murmu administered the oath. The elevation of Radhakrishnan to this constitutional position is a major milestone in his political career spanning almost 40 years, and is the third leader in Tamil Nadu to occupy such a high office.

Election Victory and Political Background

The National Democratic Alliance (NDA) candidate Radhakrishnan emerged the ultimate winner of the Vice Presidential election held on September 9 in a resounding win over the Indian National Developmental Inclusive Alliance (INDIA) contender, former Supreme Court Judge, B. Sudershan Reddy. During the high voter turnout election, Radhakrishnan defeated Reddy by 452 votes to 300 votes, a difference of 152 votes, a sign of wide political support.

Radhakrishnan was born on October 20, 1957, in Tiruppur, Tamil Nadu and his political career started at a very young age when he became an active member of the Rashtriya Swayamsevak Sangh (RSS) and the Bharatiya Jana Sangh (BJS). He has a BBA degree in V. O. Chidambaram College, Thoothukudi. He is a two-term Lok Sabha MP, Coimbatore and the BJP state president of Tamil Nadu between 2004 and 2007.

Prior to his election as Vice President, Radhakrishnan was a Governor in various states:

  • Governor of Jharkhand (Feb 2023- Jul 2024)
  • Governor of Maharashtra (Jul 2024-Sep 2025)
  • Governor of Telangana (March-July 2024)
  • Lieutenant Governor of Puducherry (March and July 2024)

Vice Presidency Roles and Responsibilities

The vice president of India is the second highest constitutional authority who serves as the ex-officio chairman of the Rajya Sabha. In the absence or vacancy of the President, the Vice President takes up the President’s duties, as per Articles 63 and 65 of the Constitution. Radhakrishnan’s term will last five years, with possibilities for continuation until a successor is appointed. 

Vision and Expectations

Radhakrishnan has a record of integrity, administrative experience, and agricultural-industrialist experience which is likely to bring stability and experienced leadership to the Rajya Sabha. The appointment is a significant shift in Indian politics after the resignation of the former Vice President Jagdeep Dhankhar. The election of Radhakrishnan is a reminder that there is a need to have an experienced leadership based on various administrative experiences and political activism, which is a new dawn in the Indian constitutional hierarchy.
