Education is widely regarded as the cornerstone of social and economic development, but quality learning is only possible when schools provide a safe, inclusive, and engaging environment. Recognising this, the Uttar Pradesh government launched Operation Kayakalp in June 2018 under the leadership of Chief Minister Yogi Adityanath to transform the state's government primary and upper-primary schools.

Today, the programme has emerged as one of India's largest school infrastructure modernisation initiatives, rejuvenating over 1.30 lakh government schools and significantly improving the learning environment for millions of children across the state.

From Dilapidated Schools to Modern Learning Spaces

Before the launch of Operation Kayakalp, many government schools in Uttar Pradesh struggled with inadequate infrastructure, including damaged classrooms, unsafe drinking water, lack of toilets, poor sanitation, broken boundary walls, and limited learning resources. These shortcomings often contributed to low enrolment and higher dropout rates.

The initiative sought to reverse this trend by ensuring that every government school met a common set of infrastructure standards, creating child-friendly and inclusive campuses that encourage regular attendance and better learning outcomes.

According to the Uttar Pradesh government, infrastructure compliance in government schools has increased from around 36–38% in 2017 to over 96%, with investments exceeding ₹11,000 crore.

Operation Kayakalp established 19 mandatory infrastructure benchmarks for government schools, including:

These digital tools enable officials to monitor construction quality, verify completed works, and ensure accountability without relying solely on paper reports.

Historically underdeveloped districts like Shravasti and Balrampur have reportedly achieved infrastructure saturation levels exceeding 90%.

Improved infrastructure has also influenced public perception of government schools.

Officials attribute rising enrolment under the School Chalo Abhiyan partly to enhanced school facilities, with more parents choosing nearby government schools over low-cost private institutions.

Teachers have also benefited from improved classrooms, electricity, furniture, and digital resources, enabling more activity-based and technology-enabled teaching.

A Model for School Infrastructure Reform

With over 1.30 lakh schools rejuvenated, Operation Kayakalp has become one of India's largest examples of large-scale school transformation through coordinated governance, technology-based monitoring, and community participation.

As Uttar Pradesh continues to invest in education—with a proposed ₹77,622 crore allocation for the 2026–27 basic education budget—the initiative demonstrates how improved infrastructure, digital monitoring, and inter-departmental collaboration can strengthen public education.

Combined with Mission Prerna, NIPUN Bharat, digital education initiatives, and teacher training programmes, Operation Kayakalp reflects Uttar Pradesh's broader effort to build safer, more inclusive, and better-equipped schools that support quality learning for millions of children across the state.
