In light of the cold response received by the corporates to the PM Internship Scheme (PMIS), the government decided to modify the terms and conditions of this particular scheme at the start of the current year to encourage more companies to participate, as informed by Minister of State for Corporate Affairs Harsh Malhotra in parliament. “In the second round of the pilot project started since January this year, the Ministry of Corporate Affairs (MCA), in order to relax the criteria of eligibility, decided to consider companies with turnover above Rs.1,000 Cr. or Net Worth above Rs.500 Cr.”

In line with that, it was limited to top 500 firms, based on their average spending on corporate social responsibility over 3 years.

- Poor response from corporates

The minister’s reaction shows that in spite of this addition to the plan, there were no more than 73 firms involved in the second phase of this initiative, including the likes of Hyundai Motors, Bandhan Bank, Nirma, Godrej Consumer Products, and Pfizer. The total number of firms that registered in the first phase to provide internship opportunities in excess of 1,27,000 is only 280.

As per Malhotra, so as to induce the internships in the emerging areas, the guidelines even include the fact that if any other firm/bank/financial institution is not within the list of the top 500 but wants to join the effort, then they are free to take an approval from the MCA, which in turn will determine if the concerned firm can join the effort with the purpose that the firm concerned can represent the unrepresented sector among the existing top 500 firms.

Only 12.8% of the interns were able to find jobs in firms Earlier, the minister had also mentioned that within the total target of 1,25,000 internships for the FY25, only 16,000 had joined their companies as interns. According to the latest data available, the maximum number of intern seekers had the highest number of intern applications compared to other forms of intern application for ITI Certificate holders, diploma holders, Class 10 passouts, and Class 12 passouts. Apart from this, the companies that had the highest intern slots available are Jubilant Foodworks Ltd., Maruti Suzuki India Ltd., ONGC Ltd., Eicher Motors Ltd., Power Grid Corporation of India Ltd., and Reliance Industries Ltd.

The “PMIS” announced within the Budget 2024-25 highlights the provision of internship opportunities to a total of 10 million people within a time span of five years, paying the seekers a monthly stipend of Rs 5,000. The idea of PMIS is to develop sector-specific skill development, increase the quality of employability, and increase exposure through internship slots available within the top-performing companies and institutions of India, churning out the total employable workforce. Although this is not an internship selection platform, the company is free to provide the slots to the applicants according to their ability to provide manpower satisfaction to their companies. The total budget allocated within the FY26 is Rs 10,831 crore.

The NEC sanctioned a total of Rs 4.78 crore to Nagaland in the category of promotion of tourism, culture, youth development, skill development projects.

The Nagaland Government has received a sum of Rs 4.78 crores in the month of November from the North Eastern Council. The amount will help the development activities that involve promotion of tourism, youth, and sports infrastructure, and also the promotion of culture, a press note issued on December 9 confirmed.

The amount is a component of the monthly distribution of funds by NEC for the projects executed in the northeastern states. In November, the Ministry of Development of North Eastern Region and the Secretariat of NEC in Shillong stated that a cumulative amount of Rs 56.22 crores of funds has been dispensed among the eight northeastern states.

For Nagaland as a state, the main thrust areas identified by the NEC included infrastructure development, agriculture, tourism, culture and heritage, education, skill development, and promotion of livelihood. The meeting also highlighted the need for proper fund flow as well as coordination with state agencies so that the funds can generate proper results.

Besides, an amount of Rs 14.89 crore has been disbursed to central agencies as well as cultural institutions to promote regional events and academic programs.

NEC to prioritize development in indigenous communities

In the month of November, the interventions supported by NEC include: community development among indigenous communities, animal feed processing unit, scientific pig breeding center, piggery value chain infrastructure, documentation of indigenous medical knowledge, and enlargement of tele-education infrastructure via smart virtual classes. Sport infrastructure development in Manipur was supported within the same funding support.

The NEC also reported the completion of the “fire safety and skill training” initiative that was sanctioned in March 2023. This initiative comprises the laying of rainwater harvesting reservoirs at Dimapur and Khuzama. It also comprises the development of infrastructure at the skill training center at Chiechama. The project will help enhance the preparedness of the state against fires. It will also provide systematic training to the youth who wish to join the disaster response departments. With this initiative, the state of Nagaland and the Northeast as a whole are soon to experience the fruits of improved infrastructure development, educational and skill development programs, and a strengthened culture and tourism department.

"The Ministry of Skill Development and Entrepreneurship is going to incentivize the districts and states to work with industry to mitigate their skill gaps, and that needs a hyper-local approach in order to ensure that we move towards a future-ready workforce," a senior government official said on Monday.

Speaking at the CII Smart Manufacturing Summit 2025 in the capital city Delhi, the Secretary in the Ministry of Skill Development & Entrepreneurship, Debashree Mukherjee, added that the hyper-local focus would be on particular clusters and the planning needed there.

“The idea of hyper-local planning to try to ensure that skill requirement gaps at the district level, at the division level, align with investments. We are going to try to incentivize districts and states to plan with industries to address skill requirements. Hence, hyper-local planning to try to analyze where these skill clusters exist, and where our planning requirements exist, and how can we fulfill these requirements,” said the secretary.

She also said the ministry dealing with skill development and entrepreneurship was exploring the use of AI-assisted regulatory systems to ease compliance.

The secretary further stated that the portals of the Skill India Digital Hub (SIDH) and the National Career Service (NCS), which are managed by the Ministry of Skill Development & Entrepreneurship and the Ministry of Labour & Employment, respectively, have been connected and will allow the mapping of these jobs with the available workforce equipped with the necessary skills through the use of artificial intelligence (AI).

We have the SIDH portal (Skill India Digital Hub) and the labor has the NCS portal, where a lot of industries are putting up their job requirements. We have connected the NCS and the SIDH portals, and we will start sending notifications within the next 15 days using AI based on the job requirements to those who possess the necessary skills in their area, she added.
